What is your direct experience working for state government?

15 ½ years with the State of Nevada in the Departments of Health & Humans Services, and Corrections to include 3 of those years at the Silver State Health Insurance Exchange and 4 years with the Public Employees’ Benefits Program as their Executive Officer/Director appointed by the Governor.

From grant writing/managing to RFP development, contract negotiation, reporting, auditing, account management and funding requests/disbursements, I have worked with various federal agencies (DHHS, DHS, NASA, FEMA, DoD) since 2004 on the State Government side and then the Private Sector. 

As a consultant, I have been selected and identified as a Chief Operating Officer, Vice President, Director of Business Development and Capture Manager with national large clients.

I will setup a process that reviews what has been done before, cross-references with mandates and emerging trends, and provide a framework to achieve the most optimal result adhering to all solicitation requirements unique to your location. We will build a project that identifies all stakeholders and ensures evaluation committees are comprehensive and diversified. We will develop industry-specific metrics for ROI, SLAs, and Performance Guarantees.

 I will setup a process with you to create go/no go decisions early for efficiency, timelines with gates that guide the process, team identification for development and review, checklists for requirements, and if applicable, content development, final review and submission.

My process starts with identifying the TAM (Total Available Market) and then dividing it into categories that best correlate to your capabilities and past performance. From there I will identify gaps in current and desired states, profile potential customers/clients, and network with synergistic companies within the ecosystem to provide a comprehensive approach to business development. From there we work together to create a strategy that is unique to your business.

Whether I represent the government or the private sector in the relationship, my approach to account management is rooted in advocacy. I advocate on behalf of the buyer to the seller and the seller to the buyer to ensure a true partnership is maintained consistent with shared values and aligned goals. My personal goal is to be selected to publicly represent the buyer/seller with a successful program at national events showcasing the partnerships and solutions that create future demand. Ultimately, I want referenceable clients for all current/future solicitations to ensure growth.

Pending workload, I will accept smaller service contracts to support clients who may only need short-term support in a focused deliverable.

My standard hourly rate is $200/hour; however, most of my clients have opted for a negotiated retainer at discounted rates to keep their costs consistent each month of the contract. Ultimately, I charge an appropriate amount for the desired time and effort that is negotiated on a case-by-case basis.
